뉴욕타임즈에서 퍼왔습니다. 음냐- 아직 세부계획은 잡히지 않았지만 전에 영서기님이 말씀해주셨던대로 대량 살상 무기관련된 분야는 미국인만 받도록 하겠다 이런 식입니다. 이미 관련된 사람들은 모종의 조사를 하겠다는 소린데 뭐 정확하게 어떤 일이 벌어질지는 아직 두고 봐야할 것 같습니다. 게다가 이런게 정말 여기 시챗말로 legitimate 할지는 변호사들이 알아서 판단하겠죠. 년 1-2천명 정도가 해당될 것 같다네요 기사내용에서는.

 일단 관련되신 분들은 어쩔수 없겠습니다만 글쎄요 원래 외국인들은 DOD 프로젝트 참여하는 경우가 자주 있는 편이 아니고 참여하신 경우라해도 나중에 졸업후 미국내에서 직장구하기가 힘들기 때문에 지금 공부시작하시는 분들께는 그 분야를 피하시라고 권해드리고 싶네요. 저 개인적인 생각이었습니다.

New Rules to Screen Students

ASHINGTON, May 7 — Foreign students seeking to do advanced work in sensitive subjects and technologies taught only at American universities or laboratories will be screened by a special panel that will include representatives of intelligence and law enforcement agencies under new regulations unveiled today by the Bush administration.

The regulations, which officials from the White House Office on Science and Technology Policy discussed today with members of Congress and representatives of colleges and universities, are in response to heightened fears after Sept. 11 that potential terrorists could use knowledge gained in the United States to prepare weapons of mass destruction.

In October, President Bush issued a presidential directive on domestic security that ordered new measures to "end the abuse of student visas and prohibit certain international students from receiving education and training in sensitive areas." At least one of the Sept. 11 hijackers entered the country on a student visa.

The regulations, which will be issued in the form of an executive order, will define sensitive areas narrowly, as those taught only at American universities and laboratories, and with possible applications in devising weapons of mass destruction, said James A. Griffin, assistant director for social, behavioral and education sciences at the technology police office.

Mr. Griffin estimated that 1,000 to 2,000 students and scholars a year would probably face review by the interagency panel.

While lacking in some details, the new policy appeared to allay the concerns of higher-education officials, who had feared that a broad identification of students for vetting could discourage foreign students from attending American universities and cripple international programs.

"We were very encouraged," said Victor Johnson of the Association of International Educators.
